Initial Consultation and Operator Training - Schedule an on-site visit to address questions about the permit requirements applicable to your operation. An introductory training and a binder of useful information and links provided to environmental manager during the initial visit.
Identification of Outfalls - Locations where concentrated stormwater is discharged off-site are called outfalls. Each outfall must be included in the information you send to the regulatory agency to gain coverage under the MGSP. Not sure how to recognize an outfall? Let us show you. We can also help you determine whether some of these outfalls meet the representative outfall waiver criteria. If so, this could significantly reduce the annual cost of MSGP compliance.
Recommendations/Compliance Strategy - After the initial consultation, request a report to summarize recommendations to improve your current environmental program and compliance strategy.
Evaluation of Permit Eligibility - Request a report to determine whether your facility meets the minimum eligibility requirements of the MSGP. This report includes the identification of receiving waters to determine whether enhanced monitoring requirements apply to your facility, and preliminary screening for endangered species and historic places.
Stormwater Pollution Prevention Plan (SWPPP) - In order to obtain coverage under an industrial stormwater general permit, an operator must first develop and implement a site specific SWPPP that meets or exceeds the requirements of the permit. Stormwater Pollution Prevention Plan (SWPPP) Template for Marinas - Information provided by an operator constitutes the core of SWPPPs developed by a consultant. Why not take the leap and complete the plan yourself at a much lower cost? Water Action Compliance Assistance & Planning LLC offers a sector-specific template, developed by the former New York State MSGP Program Coordinator, for marina operators who need a head start on developing their own SWPPP. Single and multiple-use licenses are available. Eight hours of phone consultation is included with each license. Templates for other sectors are in development and may be available upon request.

Electronic Waste Recycling Site Registration - New York State requires private and municipal operators of fixed or temporary sites that collect, sort, consolidate, temporarily store or recycle electronic waste collected from consumers to register and submit annual reports. We will work with your facility to provide the level of support that meets your needs.
Underground Injection Control Well Registration - An Underground Injection Control (UIC) well is a subsurface structure that is built to receive and store stormwater, wastewater, brine or water mixed with chemicals. Underground Injection Wells may use complex pumping systems to convey fluids to deep rock structures, but some dry wells in shallow soil layers are also classified as UICs that require registration. We can help you determine whether the subsurface well on your property requires registration, and if registration is required, we can walk you through the process, or complete the process on your behalf.
Community Right-to-Know Program Requirements - Facilities with hazardous substances in quantities meeting certain thresholds are required to submit annual reports to state and local authorities. New York City has very low reporting thresholds for common substances such as waste oil, antifreeze, and lead-acid batteries. In addition to reporting requirements, facilities must identify and label hazardous materials, and designate a facility emergency coordinator. Depending on the amount of substance on site, facilities may also be required to develop a risk management plan. Water Action Compliance Assistance & Planning LLC will work with you to determine the level of assistance that is right for your facility.

Training - Industrial General Permits require all managers and employees with responsibilities related to permit requirements to be trained in those aspects of the SWPPP and permit on an annual basis. Public Education Materials for Industrial Stormwater General Permits and MS4s - Industrial Stormwater General Permits require facilities engaged in Sector N activities to develop a public education component as part of their stormwater pollution prevention program. The MS4 General Permit includes a Public Education and Outreach as one of the Minimum Control Measures. We work with facilities and municipalities to develop educational programs to meet this requirement.
Site Inspections - You need an objective opinion from trained eyes regarding site conditions that may be affecting your compliance with the industrial stormwater general permit.
Annual Dry Weather Flow Inspection - With few exceptions, the industrial general permits do not authorize (and often explicitly prohibits) non-stormwater run-off such as discharge of wastewater from washing vehicles or maintenance garage floors. Ineligible and prohibited discharges must be eliminated whenever they are observed. In order to maintain coverage under the general permit, the operator of a permitted facility must confirm by inspection and certify that no prohibited discharges are present on an annual basis. We can complete this inspection, either on its own, or in combination with other types of site inspections.
Comprehensive Site Compliance Evaluation - Industrial stormwater general permits require every permittee to evaluate currency and accuracy of the facility's SWPPP, record keeping, and other indicators of compliance. We can complete the evaluation, or work with your knowledgeable staff to develop a site-specific evaluation form to guide your self-assessment.
